Recompile tcp-wrappers.  In the Makefile, define something like
        FACILITY= LOG_LOCAL3

Define the SEVERITY to what you want too.

Then in the syslog.conf file, you can control where tcp-wrapper logging
goes -- it can then be some log file other than syslog -- or nowhere.
